Not sure what's going on here. It could be that someone just missed the entrance to the Southwest Craft and Art Center or it could just be natural causes that has made this wall start to fall apart. Further back closer to the RiverWalk they have been replacing the old wall. It could be that they are going to replace all the wall.

That retaining wall has needed replacing for some time. There are portions of it that lean right over the sidewalk.
