It's not too bad passante. The only thing I worry about when I'm strolling the River Walk is some evil minded person (perhaps much like myself) taking into their head to push me in.
It is a weird place for artwork, but this is really a pretty touristy area, so the mosaics are seen by so many people.
It isn't dangerous at night, and is patrolled pretty well. Some areas of the riverwalk have bars and restaurants, so they stay pretty crowded until late at night.
I like mosaics. Maybe some day I will try to make one.
